Interpreting the CMMI (R): A Process Improvement Approach, Second Edition
Summary
The CMMI combines procedures, process descriptions, and approaches into a document called a "plan." Chapter 16 discusses processes and procedures. This chapter broke out the parts of the CMMI plan into three major documents, or strategies. While there are many plans that can be written, the following plans are normally needed to promote a successful process improvement effort:

A plan that documents why process improvement is being initiated, and what it will cost

A plan that specifies the areas of the organization and the issues to focus on, and assigns personnel

A plan that addresses each weakness found and builds a schedule with associated deliverables
