Say you create a wonderful tween on your Timeline, but something's off. It isn't working the way it should, and you see dashes across the tweened frames. Now what? Going to the Property inspector reveals an exclamation mark that, when clicked, says, "Motion tweening will not occur on layers with ungrouped shapes or on layers with one or more group or symbol" or "Shape tweening will not occur on layers containing symbols or grouped objects." The solutions are as simple as the error messages. A proper Motion Tween can only have a single symbol on the keyframes involved in the tween. A Shape Tween can only work when there are raw shapes on all keyframes involved with it. This means no groups, text fields, symbols, or anything that's not raw artwork
I'm sure that if you double-check your tween, you'll find that you've violated one of these rules. My advice... "Don't." Locate the frame(s) that are causing the problem and remove the unwanted items. When you get it right, your dashed line should turn to a solid arrow line.
