Managing address lists is a task that usually occurs when you are initially rolling out your Exchange organization. Indeed, creating multiple global address lists is something the typical Exchange administrator never has to do. Creating multiple Exchange global address lists is a more common task within organizations with hundreds of thousands of users or organizations that provide hosting services to multiple companies or their own organization's subsidiaries.
Address lists provide users with a useful way to sort or view only a subset of the global address list information. As you learn more about how your user community works and what their needs are, you may find that additional address lists are a good addition at any point in your Exchange deployment.
Finally, offline address books are another component that you typically do not manage on a day-to-day basis. These are the sort of Exchange components that you "set and forget"; once they are configured, you usually do not need to make too many changes. Just make sure when you configure them that you understand the delay that some users may experience in seeing new changes to the address lists.
