To identify all significant risks on a project, you must be aggressive and proactive. Seek out the right stakeholders, and ask the right questions to help identify the risks. After you identify the risks, you must actively manage them. This means that you must periodically revisit identified risks, and mitigation plans must be put into action as necessary. If possible, place identified risks in some sort of online system that can be accessed by the stakeholders on the project. Use iterative development to investigate and drive out risks. Risky technical issues should be scheduled in the earliest possible iterations.
