The easy way to activate many of these accessibility options is to use the Accessibility Wizard. Like most wizards, this one guides you through a selection process and then activates the tools appropriate to your particular situation.

You start the Accessibility Wizard by clicking the Start button, then selecting All Programs, Accessories, Accessibility, Accessibility Wizard.
