If every job on your list has a human being's name against it award yourself a PSI of 3.33. As we said, it may be that early on in a project you don't know who all the people are, but you should be striving to find out as quickly as possible. A score lower than 3.33 here will (hopefully) keep you focused on the fact that there are issues here which haven't been resolved. -
If you take people's other commitments, including your own and especially your project management one, into account award yourself 3.33. -
