It is not only the number of users that can affect system performance, but the way they use the system. Generally speaking, users can be divided into two groups: Power Users and Typical Users.

This option simply allows administrators to disable wallpaper that is associated with a user's profile. Some users may have graphically intensive wallpaper associated with their mandatory or roaming profile. Disabling wallpaper could provide these users with better performance over slow network connections.
